Internet explorer and anchor tag

This little html code which is embeded in my php page works in internet
explorer only when a server is present. Firefox renders it fine without
a server. The problem is that I want to put the website on CD-ROMS for
distribution and not all users will have a server. Please help me if you
have any ideas about how to overcome this problem.
