Website kit?

Are there any pre-built PHP/mySQL driven website kits that I can download?

I'm looking to create a website with the usual news, forum, links, user
login, banner at top etc and I'm wondering if there's any configurable kits
out there that can save me a lot of the hassle?

Any recommendations would be appreciated.
