Is it possible to create a PHP library file?

Hi folks. I am new to PHP and have an "easy" question. Is it possible to
create a PHP library file that would contain say a website's navigation
buttons or image headers, just like the way you can add an object to a
library within Dreamweaver? I know this can be done with ASP, but I want to
use PHP.

Basically, the plan is to create a dynamic library, whereby I only need to
update one library file, and then upload it to my domain, without having to
upload every single site page that referenced to that library file.

I hope this all makes sense. Thanks in advance for any help.
