If you have Visual Studio i would recommend VS.Php :
http://www.jcxsoftware.com/vs.php comes up with a debugger and it's own
setup of Apache 2.X and PHP 4.3.1X so for small aps you don't need to have a
full scale server (although you can use an external setup for debugging your
application)
