A text file is a database. But by database I assume you mean a RDBMS.

All you've said is that you want a different pic each day. Then you say
there may be a lot of pictures. So by what criteria are the pictures
chosen, or would any random picture do? Since you won't tell us the
exact nature of the problem who can say whether you need a RDBMS or not?
