I have used both Coldfusion and PHP extensively for many years and feel that
PHP was the easiest to wrap my brain around.
Both languages have evolved to the point that both offer a great deal of
extensions. (Oracle included)
Interestingly enough Oracle has committed to and there are websites devoted
to support PHP/Oracle connectivity such as

Tackling this sort of project requires a fair amount of knowledge specific
to Oracle DB, web server, and PHP with appropriate extensions. Getting this
all working together could be accomplished with the examples provided. Doing
anything more than setup is another issue. Most PHP programmers use a
database like a big data container but Oracle itself has PL/SQL which is a
powerful full featured language for dealing with data. I assume that you
have had some Oracle specific course(s) as well as PHP etc. so to get this
environment up and running should only take a few hours. Then building
something which utilizes PHP and Oracle PL/SQL to manipulate and query data
would be a good challenge as that would show your ability to setup AND
utilize a couple of powerful tools.
