I'd use a database and a query. Its infintely (ok, not really)
expandable, and has a multitude of other functions that are useful in
other areas. For example, if you store a PageID, HREF, Title, and Meta
tags, you can easily create a function to run a database query based on
your page ID, and echo out the proper information. Furthermore, since
you have HREFs stored, you could do a dynamic navigation. A few
