Apache / PHP/ MySQL - user limits

Hi,

I'm new to web server development and am wondering if I have chosen
correctly for a planned development of moving a desktop application to a web
server environment. The desktop application is an inventory stock control /
invoicing program running on 200 desktops.

At what level of concurrent users do we start to meet limitation problems /
performance hits
