trying to find the Best php forum software...HELP!

Off the initial research i have seen, vBulletin seems to be the best
out there and there seems to be no stopping it...
My dilemma lies within the fact that i dont have much money to spend
and i would like to make sure that my users are secure in what ever php
forum software i choose..
I have heard things about some ppl saying that earlier versions of
phpBB had security issues...is this still true?? I have used this
software a while back and it seemed fairly easy to implement..but
security was a worry there...
I also had heard about Simple Machines Forums (SMF) and they look
clean but i dont know much about the ease of installation or anything
else...
So if someone out there can recommend to me what would be a great
solution that is free and very flexible to work with that would be
greatly appreciated..
Also i was wondering if i wanted to insert ads into my forums in a
designated format such as every 5 posts..ive seen some message boards
implement this for Adsense and i thought it would be a great idea to
help out in the begining with the costs of hosting and so forth..is
this just a script that is inserted or is it a feature of the forum
software..can anyone shed light here as well for me??
