Several options. To check my sites roughly, I normally use Opera, which can
emulate a text-only browser, and nowadays is free. Also usefull when
designing a page is the "debug-with-outline" feature. I suspect Mozilla can
do the same, not my browser of choice though, zo I wouldn't know.
What the want to do is to include a html file down the
side as a menu and another across the top. How can this be done
outside a frameset.
You COULD use tables as suggested, which is an ugly solution for non-tabular
data.
Dive into CSS, google for "CSS tableless".
