You might want to look into installing a WAMP-type solution on your
computer, such as XAMPP:
http://www.apachefriends.org/en/xampp-windows.html
Since you're only going to test things locally, you'll only need the
XAMPP Lite edition (which only is consists of Apache, PHP and MySQL).
