Look at newsgroups which monitor spam vs. those which don't.
alt.computer.consultants is a great example.

But obviously you've never been
in a newsgroup which has been taken over by spammers.

I prefer news servers with competent admins, where spam is kept low even
without any self-appointed "spam fighters".

And any new sever admin who doesn't agree with your policies is
"incompetent"? ROFLMAO. Why don't you just run your own news server.
Then you can set any policies you want.
