The only english speaking .de registrar I know is www.joker.com,
but as I recently had very extreme problems transfering a domain
_from_ them, I can't really recommend them.

Now that's rather expensive. In Germany you can register domains
for about 7 Euro/yr.
But maybe there are taxes or other factors for non-germany .de
registrars I don't know yet.
More difficult than not speaking german is the fact, that all
german registrars I know only register using automatic debit
transfer system from german bank accounts.
