file upload problem

i moved to a new server. there the following error occurs:

when trying to upload a file the variable $_FILES['foto']['tmp_name']
isn't set. it is not a bug since it all works fine on my pc at home
and on the old server. i guess it could be a problem of php
configuration or read/write permissions and that the temporary file
has not been written. how can i solve this problem?

server: php 4.3.3 / apache / suse linux
