Passing php values to a paypal cart

Hi,
Ok. I have a script which produces output of the form domianname.tld along
with a checkbox.
There may be up to 5 or six of these if the user wants to register more
than one domain. How can I :
1. Restrict the user to only selecting a max of 3
2. Then pass the details into a paypal cart.
I was going to set up another php page with the paypal order buttons for
each item however there are differentcosts depending on the tld. or can I
just pass the php values on submit into a stanfard html page?
It should be simple..I hope..
