space and plus

Hi,
When I pass a variable e.g. action= I2OSg2/49FeviZi4PjUm+w== across the
url
and into a php program it is coming in to the program as
I2OSg2/49FeviZi4PjUm w== instead of I2OSg2/49FeviZi4PjUm+w== i.e. the
'+'
symbol is now being interpreted as a space.
Is this a bug in PHP 4.4.1 (on bugs.php.net I can't find anything) or a problem of the programmers?
