I have Apache/MySQL/PHP on Windows XP.
If I try to open a file in the cgi-bin folder, I will get a 404 error.
If I try to open the same file not in the cgi-bin folder, I will not
get a 404 error.
This isn't a PHP problem. Try one of the Apache groups - like alt.apache.configuration. Then apache user mail list is a great resource, also.
