cut down on the articic time needed to do this thing.

You could probably do it in just PHP and HTML with image maps and using
the GD
library to draw predefined shapes in response to clicks, but it'd be
pretty
slow and need loads of server round trips.

Presumably you'd have some sort of template shapes like cars and
lampposts;
the average user isn't going to be much good at drawing a picture with a
mouse.

Next level up could be using Javascript to drag and drop elements around
on
the page, which reduces server round trips but complicates it
considerably.

Then there could be Flash or Java applet implementations; I don't know
any
ready-made ones that might be suitable.
