It's not to hard to set up PHP on IIS the second or third time, but the first can be a bit confusing.
In your case it looks like either the file is not where it's supposed to be, or the PHP dll can't be found.
Try searching on
php iis configuration
There are several good tutorials out there which will take you through the process step-by-step.
