Cannot execute bat files...

I dont even know where to ask. Sorry if this should be somewhere else

I get this error: Warning: exec() [function.exec]: Unable to fork [\
\server\folder\filename.bat] in C:\Inetpub\wwwroot\somefile.php on
line 80

I create a bat file to execute, but it fails. I recall our old admin
found a way to make this work - but letting it be executed as system
admin or somthing. Back then there was some odd problem, that the
user/profile for intranet stuff could create files, but not execute
them. Therefore the intranet system was run as admin.
Any ideas?

The stuff was moved to a new server, but never completed. The admins
are no longer with us, and I do not recall what they did back then.

The server is running windows, but it is my 1st day with this kind of
new work...
