Yep, I've just gone through the information on the free DDNS service that
http://www.dyndns.com/ offer. Provided the ADSL router will let me set-up
the IP camera on a static internal network address, then I now have a FREE
means to locate the camera on a dynamic IP address.
Seems that you can have up to 5 free, 3-tier domain names with DynDNS. You
choose something like 'mywebcam' and pre-pend it to one of the 88 available
free domains. You end up with a 3-tier domain name like
'mywebcam.dyndns.org' being faithfully translated to whatever your current
connection's IP address is.
I'm still not sure whether I can run a hardware DDNS updater client in the
router. The IP camera doesn't understand DDNS, so that option's out. If the
router can't be relied upon to do the DDNS updates, then I can always run
the DynDNS update software on a co-located Windows machine.
Problem nearly solved. I just need to hear back from the installation site
about what kind of ADSL router they have.

I'll have a good look at DynDNS, and another good look at the ZoneEdit
offerings.
I've been fortunate enough to have recently been given an insight into my
brother's ADSL modem/ router set-up. It has options for DyDNS and TZO
dynamic DNS service set-up, so I'm pretty much up to speed with that route
now.
I'll just have to wait to hear back from the intended IP camera
installation site to find out what type of ADSL modem I'll be dealing
with. Should have a better understanding of the situation once that
happens.

No, I replied because I had to do this last week; Now WE had a domain
name already, and we had to pay, BUT if you are prepared to accept an
arbritrary subdomain, you can sign up for free. And the little stubs
tat tell the company whaty Ip ddress you are on today are also free.
DynDNS are the people.
Also, if you have DynDNS - the new Linksys/Cisco Routers under the Setup
tab, has a tab called DDNS which allows you to use DynDNS and TZO.com
and for your needs, sounds "inexpensive". This appears to only be able
to have ONE "host name". The PHP/ZoneEdit solution I use allows for
MANY host names ( I think mine has 15-20 hostnames (A and C records).
A friends Netgear router has the same functionality..
The system is working well. It rapidly re-establsishes connection after
router power down or ADSL outages, and the DNS comes up withing a
minute or so.
I wouldn't call it industrial strength, but for people who need to put
something public up on a variable IP address, it works well enough
99.9% of the time.
