What is a good ide to use?

What is a good PHP IDE,

Hi it seems like my PHP IDE EnginSite only has it’s debug output go
through a webserver.

I am trying to write some text phrasing functions and want to be able
to see the text output, not html output.

What is a good IDE to use?
