help!

I have installed PHP 4.3.3 with the installer.
i am runnig a PWS server on my Windows Me.
I have turned the cgi.force-redirect to 0.
When ii try to install acces a certain php script (the install script for
PHPBB2 forum)
i get an error which says:
Security Alert! The PHP CGI cannot be accessed directly.
This PHP CGI binary was compiled with force-cgi-redirect enabled. This means
that a page will only be served up if the REDIRECT_STATUS CGI variable is
set, e.g. via an Apache Action directive.
what is the problem???
