php 5.02 session problems (I did look for it before asking)

I'm running Apache 2.0.37 on my Win XP machine and I keep having
sessions problems.
I'm sure cookies are turned on, that they work, and that IE
accepts/sends the PHPSESSID to the server (i've sniffed the packets, so
I am sure), yet when I use filemonitor PHP does not even try to open the
session file with the PHPSESSID given. Instead, it opens another session
and sends new cookie.
I'm looking fwd to the your help.
