Following up on what Ken said (and I'm still a newb in this language - all of a couple of weeks after years in ASP and CF), a good package if you are on a Windows box is WAMP - it will run and install Apache, PHP 5, and MySQL 4.1 or better.

I'm new to php. What is the best way to teach myself? Could I use WordPad or notepad like Html? And could I open it with browser to see what the page looks like on the web? I even download php and install it; I don't know what to do next? I need much as advice I can get. I want to teach myself how to use it and take the exam when I am ready to. Please help!
