file() works in Windows not on Linux



I have a script that uses:

$remote_url = "http://somedomain.com/somepage.php?var=value";;
$data = file($remote_url);
....
....

This script works fine on MS Windows XP, but I recv http 403 on Fedora.
Does anyone have a clue as to why this happens?
