Yeah, this has nothing to do with PHP at all.
You can setup some hosting like written in Apache's manual, which
wouldn't take a long time.
Simply, you need to create /home/user/public_html everytime you create
a new account and probably give some kind of access (FTP, I think!) and
they could control their pages. Google search is full of tutorials just
for you! :)
