I can shed light on the first part of your question.
All php scruipts in common used are subject to poipular attack.
The more sites that use a script, the more hackers will attempt to
break it.
There is no guarantee in any case using ANY brand of forum that you
will be secure.
The best one can do is pick one that has features you like, a large
user base, a large development community and then you should
continually add security patches and updates as they come out.
A rather droll but necessary maintenance is required.
