General advice for starting a new open source project

Guys,
I am thinking of starting a new open source project using PHP/MySQL to
manage the back office functions for distance selling operations.
This project is not looking to develop an e-commerce solution but to
handle the order management and despatch control of products out of
these systems. It would act as an interface between the e-commerce
operation(s): Ebay, Amazon, OsCommerce, Actinic etc and your accounting
system: Quickbooks, Sage, Etc. It would also provide interfaces into
other applications such as Turbo Lister, Warehouse control systems,
Credit Card processing services, Paypal, Netteller, courier systems,
CRM, MArketing systems and so on.
I am highly experienced in the process design but lack experience in
hands on software development and deployment, I have always had
technical experts for this...
I want a heads up on things like
Security / cookies / sessions etc.
install packages, use of DEFINE files etc., upgrade packages when users
may have modified content / start from different versions.
Version control for open source
Bug tracking / enhancement requests / support resolution
Can anyone help or reccomend a good resource to read up on.
