mssql_execute returns 1

I am wondering why I am not getting a valid resource returned instead
of '1'. There are multiple result sets coming back from the
procedure. I'm calling another procedure using the same code, and it
works fine. Is this a permissions thing on the server? I'd
appreciate any help you can give me.
