web events calendar-- need quick help..please

Hello,

I am trying to upgrade my older version of the web events calendar on
my system with perl. For this, I am doing the following:
http://www.webevent.com/support/view/installdocs/README_WIN

But when I am doing the web event view, it says it is installed but
when I use the URL it says it doesn't exist. I am new to perl...so any
help appreciated.
