You are the security issue, I believe.
Normally, one would go to the properties for the drive(s) in question and
grant the IUSR read access and allow the new permissions to propagate
downward through the directory tree (or perhaps better in this case to go to
the wwwroot folder, if you don't want the IUSR to have access to all your
directories).
