This subject is off topic here, so you may want to ask this in a different newsgroup. The question you want to ask yourself is, why are you putting files on your web server if you don't want people to download them?

If you are looking for a scheme that allows protected access to files, ask this question in comp.infosystems.www.authoring.cgi or another newsgroup where it is on topic.
