Thanks for the other suggestions. I'll give them a try.

I found this,

"Patched around yet another undocumented "feature" of the TOC
protocol---namely, in order to successfully sign on, you must have
at least one buddy in your buddy list. At sign-on, in the absence
of a real buddy list, Net::AOLIM inserts the current user as a
buddy in group "Me." Don't bother removing this buddy, as it
doesn't really exist---as soon as you add any real buddies, this
 one will go away."

You probably should verify that feature is functioning. I did not
find a feature for manual entry of a "buddy list." Probably is
there hidden in the module.

Another item is this module "normalizes" logon and makes some
changes to your password. If your logon requires uppercase
letters, this might be a problem because the module changes
all letters to lowercase.

There are a few bug reports on CPAN. One of them addresses
a problem much like you are encountering, but on Win98. It
is socket problem. No solution was ever offered. Socket
protocol Win98 versus WinXP is not all that different.

Try running "example.pl" to determine if it will work.
