Then fix it. If you are the system admin then re-install perl.
If you are not the pester the sys admin until he fixes the broken perl
installation.
Or just install perl yourself. You don't need to be an admin to do so.

Well, that shouldn't be a problem then. Or is there a difference between
"reading web page content" and "surfing the web"?
