PDF templates

I am writing a CGI app and need a module (and some brief instructions) that
can do this:

1. open a PDF file.
2. replace text elements with data from db.
3. write the result to STDOUT (browser).

I don't want to create thousands of individual PDFs-- I just want to create
them on the fly using a template. I also don't want to create PDFs from
scratch.

PDF::Reuse seems to be the closest match but I can't figure it out. The
documentation is too sketchy.

PDF::Create seems to create only-- not manipulate.

Any suggestions?
