Win32::Perms - SetOwner - does this work?

In the access control settings for this folder (under advanced security - W2k)
I can, as user X, change ownership to my self. Since I am also an
administrator, I can change it back to the default admin acct.
I can see the ownershihp change via permsObj->GetOwner().
But I cannot change this ownership with Perms' SetOwner(user).
I see a lot of noise about this particular method. Does it work?
Is there another Perl mod that I can use instead?
