how do I CPAN not to use Net::FTP

I am behind a firewall and am not able to use CPAN to install my
modules. I have done everything possible as per "WORKING WITH CPAN.pm
BEHIND FIREWALLS" in perldoc CPAN
 the problem is I am not able to get a file using Net::FTP , but I
have configured wget and it gets all files from http or ftp sites

Now how do I configure CPAN in such a way so as to always use wget and
not Net::FTP

Also How do I subscribe to beginners.perl.org thru mail. I have been
using nntp all this while but now suddenly I am behind a firewall and
having all ports blocked
