HELP! Template Toolkit: HTML to Template

The toolkit is great however I have a bunch of HTML files that I need
to frankly stick into template form.

Is there an HTML-to-template parser, GUI front-end or something that
will do this? This is a bugzilla targeted application - with a lot of
different products, modules, etc. that all have existing - and very
concise - formats.

There is no global header information for any of them, for example. I
have been hand coding them it's been overwhelming.
