Perl Module installation instructions

Well,
http://www.cpan.org/modules/INSTALL.html
gives a few instructions, but alas, those are most minimal (at least
the part concerning MS Windows).

QUESTION: Is there a better, more complete set of instructions for
Perl module installation somewhere? Can you point me to it?

Some more background:
I'm not a frequent Perl programmer, but I appreciate Perl on the
occasions when I use it. On those occasions, sometimes I find the
module I need on CPAN and I can install it on Windows with PPM.

The problem that I have come up against over the years, and get
frustrated with each time I try, is that there are modules on CPAN
that are not visible/installable with PPM (I'm guessing that is
because there are no binary version for Windows available).

For example take
Archive::Tar

BY default, Activestate PPM installs
Archive-Tar version 0.072

But looking on CPAN, I see
Archive KANE Archive-Tar-0.23.tgz 17k 21 Jan
2003
Archive KANE Archive-Tar-1.10.tar.gz 27k 11 Jun
2004 +
Archive SRZ Archive-Tar-0.22.tar.gz 14k 28 Apr
2000

None of those appears in my PPM search under Windows, only Archive-Tar
0.072 does. So here I'm trying to do something as simple as untaring
a file, and lot's of Perl tools seem to exist, but how do I get them
without spending days on arcane installation procedures?

The QUESTION remains: Are there any good links, tutorials on Perl
module installation?
