When you go to <http://search.cpan.org> and search for "XML::Parser::Expat",
look closely at the first link. The first line, which appears in bold, is
the link you followed; it leads to the documentation for the exact module
you searched for.
Below that is another link, that reads "XML-Parser-2.34" - this leads to the
XML::Parser package, which is what you want to install; XML::Parser::Expat
is a part of that larger package.
Note that the "package" page looks different from the page you downloaded
from. Aside from the standard CPAN header that appears at the top of every
page, there are three sections.
The first section contains a number of "utility" links. The first of these
is labeled "[Download]" - that will download the .tar.gz file you need.
