how to package perl applications?

Hi guys,

I have created an application in perl and I would like to know if
there is any easy way or where to look at to generate the Makefile.pl
and all the normal structure you see when you download a package from
CPAN.

The application won't write the modules on the perl library folder but
in the local destiny folder.

ie:
ChangeLog README conf
MANIFEST docs
Makefile.PL bin scripts util

What tool do you use normally to generate this structure or where can
I get some information. I have searched in google for Make makefile I
get too many hits.
