Help with Module::Build

Ok, so the Module::Build mailing list is dead, or at least abandoned,
so I am turning here for help.
I just have 2 questions:
1 - In a build script, how can I get files other than PM files (like
say foo.conf) to be put somewhere like /etc (assuming we have privs to
put it there)
2 - How can I get CPAN to build and install my modules? Right now I've
been able to make dist and have a tar.gz that I can install manually.
And is there anything in particular I have to do to get CPAN to install
missing dependencies.

Any help is greatly appreciated.
