How to install Date::Parse for bugzilla on Windows 2003 Server with ActiveState Perl 5.6?

I'm trying to install bugzilla on windows. The instructions say I need to
install Date::Parse and when I run the installation program it says I don't
have Date::Parse installed.

 

Below is my attempt to install Date::Parse:

What am I doing wrong?
