Active Perl - PPM Question

I'm trying to access the Perl Package Manager. I just installed an MSI
package of Activeperl. So when I do this:

> c:/Perl/bin/ppm.bat

I get:

Was there already a Perl version running from my Oracle install? Can
anyone tell me what happened because it craps out..
