What do statement handlers have to do with your question?
When I try to use Perl ppm to install some module to my Windows, it
shows
C:\>ppm install PAR
Error: No valid repositories: Error: 500 Can't connect to
ppm.ActiveState.com:80 (connect: Unknown error)
So I can not install the PAR module
Now, I can connecting to network via a proxy server
I think that is owing to the controll of our network policy
I can request for opening something( like ports)
but I am not very sure what should I request, e.g., open ports? but I
do not know what's the port number.
If you connect to the internet from this computer via a proxy server,
you need to let PPM know about it. Set your machine's http_proxy
environment variable equal to the url of the proxy server. (Control
Panel -> System -> Advanced -> Environment Variables)
