Perl and Cookies

Hi

I have no problem in setting and reading cookies and use them to pass small
amounts of data (max 5 items) from one.pl to two.pl.

Two questions.

Are cookies considered the best method to hold temporary data items in Perl
5?

If cookies are turned off, do you simply advise the user to either switch
them on or not to use your site.

Regards
John
