As of 3:43:18 pm here in Manila, Philippines, I can't access search.cpan.org.. Any idea why?

Either a computer between you and CPAN is down temporarily, or very
busy, or perhaps your Domain Name Server is down or extremely busy. We
frequently have our DNS just get really busy here in the US (Michigan).
