Funky Characters in Log files

I know there have probably been a thousand posts on this topic, and I apologize in advance for skipping over them and deleting them.
I have instances of strange characters in logs, and I'd like to be able to print them properly.
Here's an example of a few lines:
L 06/27/2008 - 18:37:18: "[PLC]tẅistedbiЯdmań<181><STEAM_0:0:########><CT>" say "[͇̿L͇̿e͇̿a͇̿r͇̿n͇̿(ٿ)͇͇͇͇̿̿̿̿ ͇̿2͇̿ ͇͇̿̿(ٿ)͇̿P͇̿l͇̿a͇̿y͇͇̿̿]"
L 06/27/2008 - 18:37:19: "[PLC]tẅistedbiЯdmań<181><STEAM_0:0:########><CT>" say "{̲̅O̲̲̲̅̅̅w̲̲̅̅N̲̲̅̅3̲̲̅̅D̲̅}"
L 06/27/2008 - 18:37:38: "[PLC]tẅistedbiЯdmaÅ„<181><STEAM_0:0:########><CT>" killed "â„“á¿áµ¯Ó—Ø<197><STEAM_0:0:16680331><TERRORIST>" with "awp"
What is this stuff, and where can I begin to look for how to print it properly?
