The DBD::Oracle module requires some things to build which are not included
in the client version (it generates code using certain headers and example
files which are part of the full install). Note that these files are only
required to compile it. Running it should only require libclntsh.so and the
usual oracle networking which is present if you can connect via sqlplus.

You have two options:

1.) Grab a binary from somewhere
2.) compile it on a box with these other components (perhaps your rdbms
server?) and then copy it to the app server box.
